01 What it is
ICP 备案 is a registration with the Ministry of Industry and Information Technology, administered through your hosting provider. Without it, a mainland server will not serve your domain — the provider is obliged to block it, and they do.
It applies to anything hosted on mainland infrastructure, which now includes anything from a marketing site to an inference endpoint you want answering inside the border. It is the prerequisite that turns most "let's just host in China" conversations into a project.
The process is not difficult so much as unforgiving. Documents must match exactly, the responsible person must be reachable at a mainland number, the site content must match what was declared, and any of those being slightly off restarts the clock.
02 What we handle
Assessment
Which filing you need, whether your entity structure supports it, and whether there is a way to achieve your actual goal without one — sometimes there is, and it is worth thirty minutes to find out.
Documentation
Preparing the paperwork so it passes the first time: entity documents, responsible-person details, domain ownership, hosting declarations, and the photographs that are genuinely required.
Submission
Running the loop with the provider and the MIIT, handling rejections, and chasing the parts that stall. This is the part that eats a month of somebody's attention if they have not done it before.
Hosting
The mainland infrastructure the filing attaches to — Alibaba Cloud, Tencent Cloud or AWS China, set up properly rather than as a single instance somebody made to satisfy the form.
Maintenance
Filings have to stay current. Changing entity details, responsible person, hosting provider or site content all require updates, and an out-of-date filing can be revoked.
What comes next
Once filed, the useful things become available: in-country CDN, mainland origins, and inference that answers inside the border under mainland jurisdiction.
